Some comments:

(i) never set ORACLE_HOME with Instant Client because it can lead to clashes (I admit this shouldn't be an issue in a container, but avoid getting into the habit)

(ii) cx_Oracle was replaced by python-oracledb in mid 2022. And Airflow uses python-oracledb now. One advantage is that you don't necessarily need Instant Client
